I've recently obtained 2 cans of Seafoam Green paint from Danny. I have a Black Stratocaster Copy, I would like to paint the Seafoam Green. Is it advisable to paint a light color over a darker color, or should I strip it down to bare wood ?

Absolutely! First rough up the black with some 320 grit sand paper then spray a white base coat and you will be ready to go. Be sure and sand the white perfectly smooth before applying the color coats. Even if the black coat is polyester you can still apply lacquer over it with no problem. Don't spray the sea foam green over the black without a white base coat or you will be sorry.
