Yep, that is Jeff "Skunk" Baxter, a long time friend of The Ventures. The footage is from 1985 and was first released in 1989 on VHS cassette to coincide with the 30th anniversary of The Ventures; "30 years Of Rock-n-Roll" - aka "Super Session".
