The toggle is just the ubiquitous 3-way switch. The "By-Pass Switch" is the black push-button switch used on the V-II, Bluesbender, Brass Rail, etc. I think you might just be confused by the name; they seem to be wired for phase more often than they are to bypass the tone control.
