Was there a 1965 Ventures re-issue when Mosrite was still owned by Mosrite? If so, how would one tell the difference between the two?

I believe there was, though it was not an "Official" reissue...The Ventures did not agree to let Semie Moseley use their name but he did anyway...Here's a pic of a reissue:

This is from Frettedamericana: "1983 Reissue of the 1964 Triple-Bound, Set Neck "The Ventures" From Semie Moseley's Personal Collection."
This one is actually a bolt on, but there is a late 80's set neck side jack for sale, too.
Some differences, I suppose, could come from Semie signing the headstock, or the fact that the later 80's models had his name on the neck plate...this one doesn't seem to have either. Maybe someone more knowledgeable than myself knows more.

yes, in fact adam has been posting some early 90's late 80's reissue models on ebay lately.
