He's not jesting. Chicagoans speak a unique sub-dialect of the English laguage.

A couple of examples:

Sports teams: da Bullz, da Bairz, da Cups, da Saachs, da Haawx

One unlocks the building housing one's auto with a "grachkee"

A female christened "Theresa" will be referred to as "Chreesuh"

Trimming the grass around one's domicile is decribed in a a single word, "motalawn"

The attention-getting colloquialism, "hey" is pronounced, "ay!"

Carbonated soft drinks do not exist in Chicago, only "pop"

Despite there being freshwater bodies of water across the world, only Chicagoans have "The Lake"

Common designations for objects and people: Dis, dat deez, doze, dem

Something visible in the distance is "over dare by dare"

Chicago does not have a city center, it has "da Loop"

No one lives IN Chicago. They live in Wrigleyville or Brighton Park or Ukrainian Village or Lincoln Park or Bucktown or Boy's Town or Garfield Ridge or...any of twenty other "hoods"

And never, ever put ketchup on a hot dog (Frankfurter) in Chicago. That sort of devient behavior is done in primitive, unrefined places like Cleveland
